CANON POINT After his last appearance in v14 ch5, where he and Kamui discuss the worsening state of Japan.
HISTORY: X/1999; very brief and incomplete character page because the dude is MINOR. Canon TL;DR: X is about two secret groups of magic folks in an otherwise normal Japan duking it out over whether or not the apocalypse will happen via lots and lots of earthquakes. Main character Kamui Shirou is The Chosen One and super duper especially responsible, somehow, for making sure the apocalypse doesn't happen. Onwards!

PERSONALITY:

Keiichi Segawa is a very minor character in X, only appearing in a handful of chapters in a series with 18(.5) volumes. However, the role he plays as the only character through which Kamui and the audience see the impact of the battle for the end of the world on normal, everyday people is very important. Keiichi is first introduced as the extremely enthusiastic and somewhat socially oblivious class president of Kamui's new class at the elite CLAMP Academy, and someone who really, REALLY wants to be Kamui's friend. But as he cheerfully steamrollers Kamui into hanging out with him, we slowly find out more about what's going on in that rapid-fire, overzealous, almost aggressively friendly head of his-- but first, the surface-level stuff.

The main impression Keiichi leaves in his first scene is that he's EXTREMELY cheerful, and nearly bursting with enthusiasm. Whether it's fulfilling his class prez duties, trading someone (Kamui) for lunch items, or peppering someone (Kamui) with rapid-fire getting-to-know-you questions, for Keiichi it's a given that it's going to be done with a slightly-too-loud voice and a whoooole lot of exclamation points. His enthusiasm is intense enough to even be a bit of a flaw-- he often interrupts his own train of thought with a newer, shinier thought, plows ahead without taking in the context he's interjecting himself into and has to backtrack and apologize, and doesn't seem to be able to pick up on when people (Kamui, it's Kamui) are finding his enthusiasm a liiiiittle too intense in order to tone it down. The boy is basically a golden retriever, and like most golden retrievers, he just can't seem to grasp the fact that not everyone is a dog person.

One of the main ways that Keiichi's friendliness manifests is by trying to be helpful. He immediately shoves his class notes on new transfer student Kamui, helps him correct his homework, and his first instinct when an earthquake hits (two times!) is to protect Kamui with his own body. Now-- let's put it out there that not all of this is PURELY altruistic, as Keiichi clearly has nothing less than an absolute megacrush on Kamui, but Keiichi's brief interactions with his other classmates and his mother also clearly paint him as a good guy that loves to be a Helper. This tendency is given a bit of a tragic shadow when Kamui visits Keiichi's home and finds out that Keiichi recently lost his father to an earthquake resulting from one of Kamui&co.'s unsuccessful battles with the bad guys.

In this conversation, Keiichi's habitual cheer fades away, and he speaks at length about how powerless people are in the face of earthquakes. In a later scene, he even admits that he's sometimes wished for the power to stop the earthquakes, even though it embarrasses him to be thinking like a child wishing for superpowers. This reveals something pretty surprising about our enthusiastic helperfriend Keiichi: he feels utterly helpless in his current environment, and it's not too much of a stretch to imagine that the way he seems to throw himself into everything he does miiight be a method to wrestle back a sense of agency and proactivity in an uncertain world.

Things only go downhill for Keiichi from the reveal about his dad-- the same night he opens up about this, another earthquake strikes that kills Keiichi's mother and causes him to lose his home. (Yikes, CLAMP, c'mon.) It's after this that he reveals the mindset that's kept him able to be his usual upbeat self in the aftermath of his father's death, and now in the aftermath of his mother's: "There was nothing I could do, but... that's exactly why I have to live my father and mother's share of life as well[...] Now I'll try hard to laugh their share of laughter, too." Keiichi knows what a gift his own good health is, and he intends to use it to continue living life to the fullest, so he can make the most of what his mom and dad left him.

Now, there's certainly an aspect of "fake it 'til you make it" to Keiichi's approach. He's genuinely doing his best to pick up the pieces and live on with a positive outlook, but he's also clearly deeply impacted by his parents' deaths, and struggling to maintain a sense of security as everything comfortable and familiar about his world is being rapidly stripped away from him. But the core belief that there IS something positive to be done and fostered in the aftermath of tragedy is very, very Keiichi-- it's exactly what you might expect from someone as aggressively cheerful, overenthusiastic, kiiind of oblivious, and ready to do good for EVERYONE in the vicinity as he is.

CANON POWERS: ABSOLUTELY NONE the literal point of his character is that he's a normie.
OTHER: It doesn't really show through his personality, since he sort of bounces all over the place verbally, but Keiichi is both fairly smart and fairly athletic! He's no super genius, but he's a class president at an elite school, and he mentions that his family is(/was...) athletic on the whole.

GAME INFO;

CRAU INFO: Keiichi is being taken from Spellbind! He was not there very long at all, so basically it's just going to give him a leg up on feeling adjusted to the idea of being a worldhopping superhero (SO. COOL.) that might have to deal with some uncomfortable situations (not... as cool) and a teeny bit more familiar with how to use his power than starting him fresh. He legit just showed up during a tense political situation, tried to keep his head down and make friends and stay positive as best as possible, and then got kicked out of the city with the rest of the PCs.
MAGIC ABILITY: Kekkai: The ability to surround something with an up-to-10-foot impenetrable barrier. Limitations other than its size include the fact that it can only be used for 10 minutes total each day-- so it's not going to be super helpful on Planet Acid Rain or in a full-on firefight for too long-- and that Keiichi has to be within viewing distance of whoever/whatever he's surrounding (but NOT actually looking at them), so he'll either have to hang way back to stay out of danger himself or stick pretty close to the person he's protecting to keep both of them within the barrier. In the beginning, it will take a lot of concentration for him to turn the barrier on and off, so it'll be a while before he'll really be able to conserve his time strategically within the 10-minute limit. The barrier is faintly yellow when in effect, and for some reason, it's shaped like a hexagon.
